The devils goal is to deceive and torment. And when people beleive that the suffering is either random, or the act of a just god, they are being deceived. I beleive the devil has a sense of irony, in that in this hell we are some of the main dealers of pain and sadness. We torture ourselves while we beleive that there is hope, enabling us only to live longer and endure more torture. If hell is a thing of godly proportions, then surely fire and brimstone is an insult to the power of satan. A universe of hell where there is no existence of heaven or hope for the future is a true hell. We cannot escape, we are tortured by ourselves and others. And in satans final punishment we are aware of death and its impending onslaught, helpless as we age and decay in this terrible world. Waiting, some praying for the day when they return to dust.
